Joining the Mages Guild is done by talking to one of the heads of te guild in one of the chapter houses.
If you are expelled from the Mages Guild, you will have to see
The mages offer a service to transport you from one guild hall to another one. Talk to the Guild Guides and select the destination:
If you have Tamriel Rebuilt installed, there is an additional Guild Guide in Vivec, that will teleport you to the main land.
The mainland Guild Guides work a little differently. They only teleport you to other location in the same 'jurisdiction'.

Note that to become a Conjurer, you must pay guild dues in the form of 200 drakes.
