Trebonius Artorius in the Vivec, Guild of Mages will give you this quest only if you have solved the Mystery of the Dwarves and finished the Main Quest.
His request is as simple as stupid: Kill all the Telvanni councilors.

- Mistress Dratha in Tel Mora, Upper Tower
- Mistress Therana in Tel Branora, Upper Tower
- Master Neloth in Sadrith Mora, Tel Naga Upper Tower
- Magister Gothren in Tel Aruhn, Upper Tower
The civil war that would insue after this actions, is not explored in the game. And surely would end the Imperial's presense in Morrowind since none of the Dunmer Houses would accept such a thread from the Empire.
