Speak to Halan Macrinus in the Firewatch, Guild of Mages to learn that the chapter needs two samples of a rare flower called the Lady's Mantle - Lady's Mantle Leaves
. Since the plant does not grow in Morrowind, Marcel Artaud recommends taking some from the personal chambers of the Duchess of Firewatch.
Go to the Firewatch, Ember Keep: Great Hall to ask Duchess Perulia Jandacia for permission (Disposition 15+). You can skip asking, but then need 90+ Disposition with Edwinn Moliere (Firewatch, Ember Keep: Ducal Chambers) to take the samples. Or, you can simply steal the leaves.
Bring the leaves to Marcel Artaud then talk to Halan Macrinus of your reward.
