To do so, travel to Sadrith Mora and talk to Llunela Hleran in the hermitage of the Telvanni Council House (Sadrith Mora, Telvanni Council House, Hermitage).
She wants you to receive the - Construction Contract
from Duke Vedam Dren and capture two strong sould.
Travel to Vedam Dren in Ebonheart, Grand Council Chambers and talk to him. After you have sworn an oath to aid the people of Vvardenfell he'll give you the contract.
Easiest way to capture two strong souls is to summon one of the suggested daedra (Winged Twilight, Storm Atronach or Golden Saint).
