Before you can advance to Wizard, you need to find a Mouth. Master Aryon (Tel Vos, Aryon's Chambers) suggests you look in Balmora for a candidate.
Keep asking Telvannis about a Mouth and you will eventually hear the name Edd Theman. Raven Omayn and Enar Releth in the Telvanni Council House will definitely mention him.
Travel to Balmora (Balmora, Fast Eddie's House) and ask Edd "Fast Eddie" Theman to be your mounth by presenting him with a - Silver Staff of Peace
. Just give him the staff Aryon gave you.
Note that after this quest Eddie will move to the Sadrith Mora, Telvanni Council House. You will be able to ask him to do some jobs later on.
Return to Master Aryon to complete the quest.
