As you awaken, you will find yourself in a boat in Imperial custody. You will be escorted to the Census and Excise Office, and will be released after your character creation is complete. As a final step of your release, Sellus Gravius in Seyda Neen, Census and Excise Office hands you a package and orders you to talk to Caius Cosades in Balmora.
You do not have to seek Caius Cosades immediately. Actually, he will suggest that to go on questing on your own for a while before starting working for him. Anyways, once you want to start with the main quest, talk to him in his house in Balmora. (Balmora, Caius Cosades' House)
