Lorbumol gro-Aglakh in the Vivec, Guild of Fighters asks you to collect yet another bounty on a magistrate (judge) in the Grand Council of Ebonheart, Rufinus Alleius.
If you check with Percius Mercius in the Ald'ruhn Guild of Fighters about this, he will suggest that you deny Lorbumol's request.
Take a boat to Ebonheart and seek out the magistrate in the Grand Council Chambers. Asking around will reveal that he is actually in the Ebonheart, Imperial Commission>. Kill him and return to Lorbumol.
