Lorbumol gro-Aglakh in the Vivec, Guild of Fighters asks you to fetch a - Juicedaw Feather Ring
from Nar gro-Shagramph who was supposed to deliver one to Ranes Ienith.
Nar gro-Shagramph can be found on the Vivec, Hlaalu Canton Plaza. Note that any - Juicedaw Feather Ring
will do, and if you happen to have one you can just turn it in right away. Nar is wandering around on the Plaza and if you raise his Disposition to 60 or higher he will grudgingly give you the ring. Alternatively you can just kill him and take the ring from him; Lorbumol won't care either way although the nearby guards will be less accommodating.
